TO THE ADVANCEMENT OF ETHNIC RELATIONS AND NATIONAL DEVELOPMENT.

ESSAY....

Viewed from the perspective of the history of Malaysia, British colonial authorities encourage the development of pluralistic society through the practice of "divide and rule" plan. The colonial authorities had to bring in labor from China and India in the interest of colonial economy of mining, trade and agriculture. Political and economy policies adopted by the British led to the development are not balanced and there is economic disparity between ethnic groups. Those imbalances causes of social jealousy that sparked the events May 13, 1969. To overcome these problems, the government has introduced the new economic policies (DEB), national development policies (DPN) and thus the vision 2020 for developing countries.

The new economic policy aimed at achieving national unity through the distribution of income and economic opportunities are fairly among all Malaysians. The DEB implemented through a strategy of eradicating poverty irrespective of race and restructuring society to reduce and eliminate the identification of race with economic function. The objectives of DEB are to restructure the ownership of property by increasing indigenous ownership until at least 30% by 1990. The project that was implemented are to increase the productivity and living standards of the poor through the process of modernizing rural areas, reforms the property rights, establish a commercial and industrial community and developing states and regions that are considered backward.

The DEB was ended on 1990 and has successfully developed a robust national level. However, the specific dimensions of goals to be achieving in the DEB are still far from the target. More time is needed to make it happen. So, the national development policies (DPN) were launched in 1991. The goal of DPN is to achieve balanced development of a society that is united. This goal is important because social cohesion is a factor for social and political stability that are a prerequisite to sustainable development. The strategy of DPN are still based on DEB. DPN take into account the achievement of DEB and strengthen its approach to include new dimensions in the action plan i.e. emphasis on the eradication of poverty by eliminating hardcore poverty and reduce relative poverty, focusing on the development of a indigenous commercial and industrial community and maintain indigenous participation in economic activities and increase private sector involvement in the restructuring.

Next is vision 2020.This is a response to the economic, social and political force on the national and international levels. The goal is to form a developed country in 2020. 9 challenges to achieving this vision are shaping up the country the nation united Malaysia with political loyalty and dedication to the country, creating a society free, peaceful and proud of what is and brave to face many problems, establish and develop a mature democratic society that is liberal and tolerant, to create a scientific and progressive society, to create a virtuous society and culture of caring, creating a fair society and its economy and to create society that is prosperous.

In a conclusion, the DEB, DPN and vision 2020 that are introduced is an action framework for all parties as a new entity. These are all aimed at fostering racial unity and national development.
